What we verified and what we could not

On a single page of the LugarBet bonus rules, the minimum deposit is set in Serbian dinars and the maximum bonus in euro. That is not a stray typo, and it is not confined to one document. Fifteen public LugarBet pages were read on 18 August 2026, and the currency changes depending on whether the number is one you have to reach or one you must not exceed.

Checked against a source. Licence ALSI-202603001-FI1 is on the Anjouan public register against 3-102-951260 SRL, category b2c, issued 14 March 2026, expiring 13 March 2027, status Valid, with one domain listed: lugarbet.com. The operator’s own seal validator returns the same company, the same licence and the same single domain. Legal name, registration number and the San Pedro address come from the footer. Bonus mechanics come from the deposit bonus, cashback, free spins and no deposit bonus documents. Withdrawal floors, ceilings and instalment rules come from the payment policy and clause 8 of the general terms. The dispute route comes from the complaints policy.

Not confirmed. No account was opened and no withdrawal tested, so nothing here is a measured payout time. The cashier is not public, so this review names no payment method and no per method limit. No game total is quoted because none was counted. No maximum bet clause was found in any of the four bonus documents, which is unusual enough that we record it as unconfirmed rather than absent. Level thresholds for the loyalty programme are described as wagering and deposit requirements and never quantified.

Two contradictions are worth stating on their own. The cashback promotion appears twice: at 15x wagering with a 50 euro loss threshold in the terms, and at 20x wagering with a 5,000 dinar threshold on the promotions page. And the sports rules cap a no deposit bonus payout at three times the bonus, while the casino document caps the same payout at 20,000 dinars flat.

Reputation and licensing, 7.4

LugarBet operates under licence ALSI-202603001-FI1, issued by the Government of the Autonomous Island of Anjouan to 3-102-951260 SRL, registered in San Pedro, Barrio Dent, San Jose, Costa Rica. We opened the regulator’s register rather than trusting the footer seal. The entry is there, dated, categorised b2c, and marked Valid. That is more than several brands in this bracket manage.

Three things pull against it. The licence was issued on 14 March 2026, which makes it five months old and leaves the brand no payout history to point at. The register lists exactly one domain, lugarbet.com. The site serving the games is lugarbet1.com, and the registered domain redirects to it, so the register names an address that forwards traffic elsewhere.

The third is a gap between regulator and operator. The Anjouan validator declares the licence invalid in Australia, France, the Netherlands, Spain, the United Kingdom, the United States and the Union of Comoros. Clause 4.1.3 of the LugarBet terms bars only FATF blacklisted countries, Comoros and the United States. Five territories the regulator has carved out are not carved out by the operator’s own restricted use clause.

Then the liability position. Clause 14.2 caps the operator’s total aggregate liability at 500 euro or the value of the relevant bets, whichever is lower, and requires claims within three days. Clause 21.4 repeats the three day window for disputes. Governing law is Anjouan, and clause 25.6 sends any dispute to the courts of Anjouan exclusively.

Real register entry, real dates, real ADR provider. A very short clock.

Payments and payouts, 6.0

LugarBet publishes withdrawal limits, a payout window and an instalment rule, and publishes no payment methods at all. Both cashier URLs, /payments/deposit and /payments/withdraw, redirect to a login screen. Nothing on the public site names a card scheme, a wallet, a bank rail or a cryptocurrency, and no per method minimum, maximum or fee appears anywhere.

What is published sits in the payment policy and clause 8. Minimum withdrawal is 50 euro. Maximum is 10,000 euro a week and 40,000 euro a month. Wins of 40,000 euro or more may be paid in instalments with no interest. Every deposit must be wagered once before a withdrawal is processed, and a notarised document can be required depending on jurisdiction.

Read the first two rows together. On 18 August 2026, 50 euro was about 5,870 dinars, so the floor for taking money out sits close to six times the floor for putting it in, and the two are quoted in different currencies with no conversion rule published between them.

One clause deserves naming. The refund policy gives you 30 days to supply notarised identification on request, and states that failure closes the account and forfeits remaining funds, a decision it calls final and not subject to appeal.

Bonuses, 6.6

LugarBet runs nine live promotions, six of them deposit offers split across casino and sportsbook, plus weekly cashback, a Friday reload and level rewards. The headline is 250% up to 50,000 dinars with 50 free spins, at 30 times the deposit and the bonus together. The basis is stated in words in the deposit bonus terms, which is better practice than a bare multiplier.

The sequencing is where value leaks. Only one bonus can be active at any time, and that single rule governs the whole rewards layer: welcome tranches, the Friday reload, cashback, level presents and anything bought in the Shop all queue for one slot. Activate cashback and the Shop bonus waits. Activate a reload and the cashback offer expires on its seven day clock.

Every ceiling is worth listing together, because they sit in dinars while most of the qualifying thresholds sit in euro:

Free spins expire 24 hours after they are made available, which is the tightest window in this batch. Their winnings never touch real money: they become a fresh bonus offer that must itself be activated within seven days and then wagered. Crash rounds count toward wagering only when the round is lost or cashed out above the stake.

The cashback headline is 25%, and reaching it needs two things at once. The base tier requires 5,000 euro of qualifying deposits in a single week. The Diamond level adds the last ten points. Five per cent is what a 50 euro depositor at Bronze actually gets.

Bonus maths, in dinars

LugarBet sells a percentage and bills you in turnover. Here is its first deposit offer at three deposit sizes, worked from the published 30x on deposit plus bonus and the published 200,000 dinar ceiling on winnings from bonus funds. Every figure below comes from the operator’s own documents.

Take the top row. Deposit the advertised minimum of 1,000 dinars, receive 2,500 in bonus funds, and you owe 105,000 dinars of turnover before any of it converts. Clear all of it, finish with 4,000 dinars, and you still cannot withdraw, because the floor is 50 euro and 4,000 dinars is not 50 euro.

Now the comparison, and it runs against the intuition. Divide turnover by bonus and the 250% first deposit costs 42 dinars of stake per dinar of bonus. LugarBet’s own second deposit offer, 100% at 25x, costs 50. The third deposit at 150% and 30x also costs 50. The biggest headline on the site is the cheapest of the three to clear, because a larger match ratio dilutes the deposit half of the wagering base. Against a plain 100% up to 100 euro at 25x on bonus only, a common shape elsewhere, the cost is 25. LugarBet’s best offer is still 1.7 times the work.

Terms decoder

Four clauses at LugarBet decide outcomes, and each was read on the live site on 18 August 2026.

Split currency thresholds, deposit bonus terms, opening paragraph. One sentence sets the minimum deposit at 2,000 dinars and the maximum bonus at 500 euro. No conversion rate, no equivalency wording, no reference date. Consequence: a player reading a dinar priced banner has to convert a euro cap themselves to learn what the offer is actually worth, and the answer moves whenever the exchange rate does.

Three day dispute window, general terms 21.4 and refund policy. Any dispute must be lodged within three days of the wager or event being settled, and refund requests within three days of the transaction. Consequence: a payout problem noticed on the fourth day is out of time by the operator’s own rule, before Axion ADR is even reached.

Aggregate liability cap, general terms 14.2. Total liability is capped at the value of the relevant bets or 500 euro, whichever is lower. Consequence: the ceiling on what the operator can owe you is roughly a third of the 200,000 dinar ceiling on what a bonus can pay you.

One active bonus, deposit bonus and Shop terms. A new bonus can only be activated when no other bonus is running. Consequence: the Prize Wheel, the Challenges, the Shop and the cashback all produce offers on their own expiry clocks, and clearing one at 30x can burn the seven day window on the next.

Games, 9.4

LugarBet runs the broadest catalogue in this batch, and the live floor is the reason. Evolution supplies most of it: blackjack, roulette, baccarat, dice and game shows, with live seat counts printed on every tile. One game show carried 15,066 players when we looked. Playtech, Ezugi, Vivo Gaming, Absolute Live Gaming, BeterLive and Amusnet Live fill the rest.

The slot side names its studios on the tiles rather than hiding them behind a filter. Pragmatic Play, NetEnt, Red Tiger, Hacksaw Gaming, Big Time Gaming, PG Soft, Spribe, Habanero, BGaming, Novomatic, Amusnet, Endorphina, GameArt and Betsoft all appear, alongside an Exclusives row credited to Educated Ape Gaming. We did not count the games, so no total appears here and no operator figure is repeated.

The catch sits in the bonus rules rather than the lobby. Bonus funds only work on games designated as eligible for a given promotion, and no eligibility list and no weighting table is published anywhere public. A player holding a 250% bonus cannot tell from the lobby which of these studios count toward the 30x.

Customer support, 6.0

LugarBet offers a live chat widget pinned to the bottom right of every page and a support address in the footer. There is no FAQ page, no contact page and no help centre. The URLs /info/faq and /info/about_us both return Page not found.

We opened the widget as a guest on 18 August 2026. It rendered a Customer Support panel headed Support Agent, and the status line under the message box read Disconnected. We sent no message and timed no response, so this section scores documentation rather than service.

Operating hours are not published on any policy page. The promotions page carries a marketing tile reading 24/7 Support, and nothing else on the site repeats or qualifies it. Supported languages are not published either, and the language selector offers one option: English, marked Default.

That last point matters more here than it would elsewhere. A site that prices its welcome offer in Serbian dinars offers no Serbian interface, no Serbian support language and no Serbian helpline. The currency is localised. Nothing else is.

User experience and responsible gambling, 5.8

LugarBet’s responsible gambling page runs to roughly 400 words and contains no tools. There is no deposit limit, no loss limit, no session limit, no wager limit and no reality check. What it offers is a six question self assessment, three support organisations listed without phone numbers, advice for parents, and one sentence pointing to self exclusion and cool off behind a link.

The general terms describe the mechanism in clause 6.10, and it is manual. Self exclusion is requested by emailing customer support from your registered address, takes effect as soon as practically possible, and no losses incurred between the request and the block are refunded. There is no in account switch documented anywhere public.

Build quality is a different story. The sidebar is stable, the lobby loads in rows without a full page reload, and the registration modal opens on arrival with a close control that works. Filters, search and category tabs behaved normally across the pages we read.

Here is the detail that stayed with us. The User Levels page ends with a Summary Table, and on 18 August 2026 that table did not render as a table. It appeared as one unbroken string, reading Bronze0%StandardStandard-Silver1%Standard75% and onward, on the page that explains what loyalty is worth.

Who this casino is for

Operator group and complaints route

3-102-951260 SRL holds the licence and operates the site, and no sister brand is named on any LugarBet page. A search of the Anjouan register on 18 August 2026 returned one entry for this company and one domain against it, so no portfolio can be shown here. The company number and the company name are the same string, which is standard for a Costa Rican limited company and tells you nothing about who stands behind it.

The dispute route is published, which is more than most brands in this bracket offer. Start with the internal complaints process through live chat or the support address, and keep the correspondence. If a final written response leaves you unsatisfied, or if 30 calendar days pass with no resolution, the complaint goes to Axion ADR at its published address, with account details, complaint reference, submission date and final response attached.

Two limits apply before any of that. Clause 21.4 requires the dispute to be raised within three days of settlement, and clause 14.2 caps what the operator can be made to pay at 500 euro. An ADR provider works within the contract it is given.

Country availability

LugarBet detects location and prices its welcome offer in the local currency, which is how a Serbian visitor arrives at a 50,000 dinar headline. That is a display behaviour, not a licence. Serbia regulates gambling through its own authority, LugarBet does not hold a Serbian permit, and the terms do not claim one. A Serbian player is contracting under Anjouan law, with Anjouan courts named as the exclusive forum in clause 25.6 and Axion ADR as the only escalation.
